How many homes will be built and what type will they be?

Our proposals include around 80 new family homes on Whitwell Acres, on the southeastedge of High Shincliffe.
There will be a mix of high-quality, energy-efficient homes, with a mix of  two to five-bedroom properties.
Around 35% of the homes will be affordable housing, helping local people to stay in or move to High Shincliffe.

All homes will feature air source heat pumps, electric vehicle charging points, and energy-efficient designs that meet the Future Homes Standard.


Why has High Shincliffe been chosen as a suitable location for new homes?

High Shincliffe is a desirable location, close to local amenities, schools, and public transport links to Durham.
By investing in High Shincliffe, we can help to maintain the village’s vitality, support local businesses and services, and provide much-needed new housing for families and individuals who wish to live in the area, ensuring it remains one of the most attractive villages to live in County Durham.


Have you submitted a planning application yet?

Not yet.
We are currently carrying out a community consultation to gather feedback from residents and local stakeholders.
Your views will help shape our plans before we prepare and submit an outline planning application in winter 2025/26.


How will the development benefit the local community?

The proposals would bring a range of social, economic and environmental benefits, including:

  • Supporting local schools, shops and services through increased spending.

  • Employment opportunities during construction and in the wider supply chain.

  • Contributions to local healthcare and education facilities via Section 106 agreements.

  • A minimum 10% biodiversity net gain, enhancing local habitats and green spaces.


How will wildlife and natural habitats be protected?

Our ecology and landscape specialists are shaping the proposals to protect and enhance local wildlife.
The development includes a sustainable urban drainage system (SuDS), new planting and habitat creation, and careful management to support biodiversity and achieve a minimum 10% net gain in habitats.


Will there be affordable homes within the development?

Yes.
The plans include around 35% affordable homes, offering more opportunities for local people and families to stay in High Shincliffe.


How will the development affect local roads and traffic?

A detailed highways assessment will be undertaken to ensure safe and suitable access to the site.
A Construction Management Plan will also be agreed with Durham County Council before works begin to manage traffic, maintain safety, and minimise disruption for residents.


What measures are being taken to ensure sustainability?

Every Banks Home at High Shincliffe will be designed to help residents live more sustainably.
Key features include:

  • Air source heat pumps in every home

  • EV charging points as standard

  • Energy-efficient construction in line with the Future Homes Standard

  • A sustainable drainage system (SuDS) to manage surface water and prevent flooding


When is construction expected to begin?

Our indicative timeline is:

  • Autumn 2025: Community consultation begins

  • Winter 2025/26: Outline planning application submitted

  • Winter 2026/27: Reserve matters planning submission

  • Autumn 2027: Reserve matters planning determination

  • Winter 2027/2028: Construction work begins
